As a Justice Department Civil Rights Division attorney for three years, I supervised investigations of prisons, jails, and juvenile facilities under the Civil Rights of Institutionalized Persons Act. These cases frequently involved allegations of the existence of a pattern or practice of use of excessive force. I handled a number of cases in California, including United States v. County of Los Angeles, et al., 635 F. Supp. 588 (C.D. Cal. 1986). I came to the Justice Department from Cambridge University, where I earned a M. Phil. in Criminology from the Institute of Criminology. I have twice taught Criminal Justice as a Visiting Professor at Middlebury College (Vermont) during its Winter Term. I graduated from Duke Law School in 1982, served as a law clerk to a U.S. Court of Appeals judge for one year, and have been a Justice Department attorney for over six years. Since leaving the Civil Rights Division in 1987, I have served as a trial attorney in the Environmental Enforcement Section of the Environment and Natural Resources Division. PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
