Epstein'(W Meeting With Los Angeles Police Department Regarding Ground Rules for Production of Documents April 24, 1991 On April 23, 1991, a t 3:00 p.m., staff from the Independent Commission ( 11 Commiseion 11 ) met with representatives from the Los Angeles Police Department ( 11 Department 11 ) and City Attorney's office to discuss the ground rules elating to the Commie~ion's document request of April 22, 1991. Present at that meetin~ were Ca t herine Conway, Ma k Epstein, Barbara Kelly, 1 Dennis 1Perluss, and John Spiegel (from the Commission); Commander Dinse, 1Lieutenant Tim Holper, Sergeant Gary Hanson, and Sergeant Christ;e Romero (from the Los Angeles Police Oepartrnent); and Dav·d ochkiss and Linda Lefkowitz (from the Los Angeles city Attorn y's office). I , I During this meeting, we discussed a number of 9round rules telatin9 to the Commission's document request. First, the Department agreed to ermit copies of tha documents requeeted to b · · _ e Commission's offices, provided that adequate / seouri y oan be provided there, and that confidential documents will b returned to the Department after the Commission has no furthe need for them. The Department suggested that the . Conunis ion staff review voluminous documents at Parker Center and select 1those that the Staff wish to have copied. The Departmeht repres•ntatives said that the Department did not ha~e the budget or res~urces to copy the large numbers of documents the commis,ion is requesting . They asked that the Commission arrange for it' own copying. I ! In addition, Lieutenant Holper asked that all document reques~s by the six designated commission Staff contacts be made to Sergeant Romero. (Requests for verbal informational , interv~ews, a s opposed to documents, do not need to be made throug Sergeant Romaro.) Sergeant Romero's telephone number (which is also Lt. Staff present at the meeting are briefing the ap~ropriate Staff contacts regarding the discussion of those specif~c items. PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
