However, where the complaint alleges conduct involving acts cf false arrest, abuse of authority, excessive use of force, or violation of civil rights by an officer acting in the public, an office of civilian complaints could maintain those complaints which are public for the purpose of independent investigation with independent powers of recommending to other agencies such as the Grand Jury, the District Attorney, the State Attorney General, or the United States Attorney for investigations of any allegations of misconduct which rise to the level of a crime. Ct o Where an officer views another officer committing an ac excessive use of force, the present system exists that effectively eliminates independent review cf a police shcotin or an excessive use of force where serious bodily injury is caused. First, in cases involving excessive use of force, not arising out of shootings, it is generally the arresting offic who generate a "use of force report" which goes directly to the watch commander. Obviously, if an officer wishes tc conceal an excessive use of force by reporting only minimal uses of force, there is no alternative sources of information available tc 1- S3 _ o _
