Los Angeles Street Los Angeies, CA 90012 Dear Chief Gates: You are well aware of the public outrage that has ensued following the recent beating of a Los Angeies motorist by officers from the Los Angeies Police Department. I am appalled at the lack of candor and lack of response to this episode of violence perpetrated by officers from your department and demand that a full and public investigation be undertaken to effectively address the civil rights violations which have occurred. In addition, because your ability to provide leadership and protection to all of the public has been called into question, and because you will be perceived by the community of color as an impediment to any changes proposed following investigations into the issue, we are asking that you resign from your position as Chief of Police. The Mexican American Legal Defense and Educational Fund (MALDEF) has long recognized mat the LAPD maintains separate and unequal treatment of minorities, including Latinos. It is an unfortunate fact of life that the Latino community perceives the kind of violence which occurred on March 3 as normal behavior for Los Angeles officers, not an exception to the rule. It is disturbing to think that this type of behavior would be acceptable to the police chief, but past experience leads us to no other conclusion. You have been quick to prejudge an entire community by the actions of the few who come in contact with the law. The most recent example occurred in early February when you angrily and emotionally condemned. the enure Salvadoran community for the regrettable killing of Officer Tina. Kerbrat by a Salvadoran national. You refuse to accept any criticism of your department Late last year, you defiantly denied any bias against Latino officers in employment even though the state Department of Fair Employment and Housing said discriminatory promotion practices against Latinos have existed for ten years.
