submits that the police chief should not be reduced to a lackoy of the mayor. Police work is a type ot service that is subjectively viewed by the public. It is extremely disturbing that 0300 innocent Los Angeles Police Officers are tarred with the same brush as the those under indictment. Today, officers who -- day in and day out -- protect the public safety are being treated as were soldiers return-tig from Vietnam. They are being spat upon, called "gang menbers" and "killers" and treated like social outcasts. Some groups have placed ads in the Los Angeles Times and other publications, equating the LAPD to the vicious criminal gangs that plaque our city. The facts show :hat these same 8300 Los Angeles Police Officers who are being cast as evil villains by many groups made 304,171 arrests in 1990 and had over one million contacts with citizens last year alone. Yet with all these arrests and citizen contacts, less whan one percent of those arrests involved any ueo of force. Of that less than one percent, resulted in a citizens complaint. That is a pretty remarkable record and one that is often overlooked. In all the furoc surrounding the Chief of Police, there has been no allegation of any law breaking, or of the violation by the Chief of any rules adopted by the Commission. There has simply
