Spafford is off duty at CRA Board meetings and in any case he and Capt. III Conner are still responsible for what he does as . LAPD issued him this so-called off duty work permit to work at C~A Board meetings as the master/sergeant at arms; Capt. Rullier told me he "\\'ould call Off. Radavich was present when I spoke and he was listening to what I said. am aware that at the next CRA Board meeting I attended, in about. /91, before the meeting got underway, I was harassed in the mens' om by Off. Spafford, who falsely claimed or implied in the presenc~ of .Jim Wood J_and others) that I haff M= supposedly "locked the door" when in fact » Spafford knew he was making up an absolute~ 1alsehood - a person on crutches had . a difficult time, getting into the mens' room but the door was cleaily not locked and I brought this subject up under public comment, limiting .the remarks to possible maintenance defects although I doubt that there waiS anything wrong with the lock oyoor but we can possibly stipulate that anything is poss~ble ...... ; /~-~ ~ware that LAPD Chief D.F. Gates did not want to send his (our) LAPD f icers to CRA Board meetings but did so at the insistenc~ of im Wood, L.A. Mayor Tom . Bradley, etc. etc.; -I am xa;are that when Mr. Wood previously fileda:t "Citizens Arrest" of William T. Hayes, a male black critic of CRA, I was subsequently battered by LAPD Central Area Off. (FNU) Kessee - this was in approx. 1989, and I am aware that Deputy City Atty. Chris Lee (male) later dismissed the "citizens arrest" charge against Hayes in the case I witnessed and reported tei"l:.APD as a witness; DCA Lee dismissed the alleged "probation violation" charge against ffayes in that instant cas·e (LAPD DR # is not available to me in this instance right now but I can research· it further and provide the D~ #); I complained to LAP~ Central Area Station and IAD about Kesseez.,'s conduct - on the street he shoved a bag I was carrying into my chest as he got into his patrol car to drive Tut 4ayes off to jail - Kessee told me at the time he didn't thinl{ muchof Mr. Hayes and indicated he didn't approve of me stepping forward as a witness - to the truth and the obvious trumped up charge 1:1 e ms citizens' arres·t · of Mr. Hayes in question Mr. Wood manipulated his ongoing (perso.aal~ttle with Mr. Hayes (personality clash ??) ; am aware that on 10-4-98 1989 at LA City Hall, in what was then the public reception area of the City Council's Public Affairs Office, Chief Gates was giving a press statemen'"'t tm. \answering news media questions) about his remarks on a major drug arrests in Sylmar, Calif. and the drug problem in general and I was verbally and physically assaulted by Ronald Butcher, ~he City Council's photographer in the presence of r-LAPD Commander Geo. Morrison with Cmdr. Wm. Jim Miller of IA D on .5-6-91 to escort me to the IAD (5th floor PAB) duty complaint room for the Duty Team to take a complaint from me by Lt. II Otis Dobine. · Sgt. Berlb.ratD. responded "I don't care what Lt.D binejt said for me (us - sergeants) to do" and Sgt. Sanchez of IAD Duty Team; am aware that prior to 5-6-91, I have no recollection of ever meeting person Sgt. LAPD issued him this so-called off duty work permit to work at C~A Board meetings as the master/sergeant at arms; Capt. Rullier told me he "\\'ould call Off. Gates did not want to send his (our) LAPD f icers to CRA Board meetings but did so at the insistenc~ of im Wood, L.A. Mayor Tom . Bradley, etc. etc.; -I am xa;are that when Mr. Wood previously fileda:t "Citizens Arrest" of William T. Hayes, a male black critic of CRA, I was subsequently battered by LAPD Central Area Off. (FNU) Kessee - this was in approx. 1989, and I am aware that Deputy City Atty.
