I am a 42 year old attorney, California State Bar No. 97660. Up until September 1989, I never volunteered for community service of any kind. 2. At or about February 21, 1990, the Los Angeles Police Department's Reserve Coordination Section rejected my application for membership in the L.A.P.D. Reserve Corps. 3 . Reserve officers work for free, 2 days a month. The program was vastly expanded under Chief Daryl Gates. It allocates scarce public resourses most efficiently . 4 . September 23, 1989, I passed the written examination as a candidate for the reserve corps. 5. October 20, 1989, I passed the physical/medical examination for entry into the L.A. Police Academy for the 10 weeks of reserve officer training and education. 6. November 1989, I submitted my 7 page typewritten Police Applicant Record and background investigation form to the Reserve Coordination Section. 7 . January 12, 1990, I was interviewed extensively by Officer Starh of the Reserve Coordination Section. Mr. Warren Christopher Special Commission to the Mayor page 2 8. 9. 10. 11. 12. During the January 12, 1990 interview with Officer Starh,~1 I was asked: If you were on the line with a fellow officer, and you saw him breaking the rules, would you report him to your superiors? February 21, 1990, I intitiated a telephone conversation to Officer Starh to ask the status of my application. He stated that a determination had not yet been made by his superiors. He also stated in response to my questioning: that's right, L.A.P.D. simply doesn't want a private attorney in the ranks; so, don't get your hopes up. Oddly, there is evidence the Reserve Coordination Section may have back-dated my formal written rejection notice to February 21, 1990. I expected the program to afford me an opportunity to give a little back to the community. I think the Reserve Coordination Section and I may have had a different perspective about law enforcement. PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
