■ On Nov. 26. 1986, a 32-year-old man said Crosby unnecessarily placed his knee on his chest after the man and another person were handcuffed by officers after a dispute in which a gun was displayed, ■xonerated. ■ On July 10, 1988. a 25-year-old man who mistakenly was detained as a prowler suspect complained that the officers involved used excessive force. Crosby was one of four officers involved in the arrest, but all the officers denied using excessive force. Not sustained. j Crosby Is assigned to Newton Street Division, accord- RAYMOND CONBOY ■ On Feb. 4, 1983, a 24-year-old man, accompanied by a teen-age boy, said he went to police after he.had been battered, but that Conboy refused to take the report and forcibly removed him from the station. The teen-ager said Con- boy took him to a holding celt and hit his head against a wall. Sustained for removing the man from tho station and for failing to record the boy's detention, but not sustained for hitting tho boy's head. Conboy was suspended for 10 daya. ■ On Sept. 29, 1983, a man complained thai Conboy hit him with his fists while he was being booked for outstanding traffic warrants. A Board of Rights found him guilty and penalized him with a 129-day suspension. The District Attorney's Office deolined to file criminal charges for reasons of insufficient evidence. ■ On Nov. 19, 1984, a 33-year-old man complained of excessive force by Conboy after he and two other officers arrested him for creating a disturbance in a restaurant when he refused to pay his bill. Unfounded and not sustained. ■ On Aug. 27, 1985. a 19-year-old man complained of excessive force by Conboy after he waa detained for investigation of possessing possible stolen merchandise. Not sustained. ■ On Dec. It. 1985, a 29-year-old man complained that Conboy hit him while arresting him for an outstanding forgery warrant. Not sustained. ■ On March 17, 1986, an 18-year-old man complained that Conboy used excessive force while arresting him on suspicion of assault with a deadly weapon. Not sustained. ■ On June 9, 1986, a 28-year-old man complained that Conboy used excessive force during an arrest for driving under the influence. Not sustained. ■ On July 28, 1986, a 22-year-old man complained that Conboy and another officer used excessive force to take him into custody following a disturbance at an emergency scene. Unfounded. Conboy is assigned to Hollywood Division, according to police records. BlICHABL K. FARRBLL ■ On July 5, 1983, a 32-year-old man complsined that Far- rell and another officer stopped him for a traffic violation and beat him with batons while he was handcuffed Exonerated. _ ■ On Aug. 6, 1983, a 49-year-old man detained for driving a vehicle reported as stolen complained that Farrell excessively tightened his handcuffs. Not sustained. He also said Farrell forced him to sit on the handcuffs. Unfounded. ■ On Aug. 11, 1983, a 46-year-old man suspected of possessing drugs for sale complained that Farrell choked him while he was inside a police car. Unfounded. ■ On Feb. 22, 1984, a 16-year-old boy being questioned about a robbery complained that Farrell unnecessarily sprayed him with Mace. LAPD ruled the spraying was necessary to prevent an escape. Bxonerated. ■ On Oct. 18, 1984, a 15-year-old boy said Farrell kicked him during a child abuse investigation. LAPD ruled the kick was actually a push. Sustained — throe-day suspension. ■ On Nov. 11, 1984. a 19-year-old woman complained that Farrell hit her with a baton after she jaywalked. A witness refuted it. Unfounded. The woman also said Farrell made improper remarka. Sustained — five-day suspension. ■ On Feb. 16. 1985, an 18-year*old man who led police on a vehicle chase complained that Farrell unnecessarily hit him. The department also said Farrell failed to report the incident and solicited a ride-along police recruit to help cover it up. All allegations wore sustained. A Board of Rights found Farrell guilty — sin-day suspension. ■ On June 26, 1986, a 17-year-old complained that Farrell used excessive force after he and friends were stopped for speeding and possible drug possession, A Board of Rights found Farrell guilty. Farrell was ordered fired.
