PERSONNEL COMPLAINT, LA. NO. 86-600 Page 236 Watts stated that he recalled receiving a Memorandum No. 1, titled., "Unacceptable Remarks of a Racial Nature," but denied stating or hearing anyone else state things similar to, "Okay guys, we have to be nice to Chico or he will go to La Ley", or "More minority shit, don't these fucking niggers ever quit?" Watts stated he had no knowledge of any incident involving a Sergeant Sergio Diaz and Ramirez. Watts stated he was not aware of any abuses of overtime by Detective Pellegrino and was not aware of any instance when Pellegrino received compensation to which he was not entitled. Watts stated that he had attended luncheons at Taylor's Restaurant at various times but never observed any incident wherein Pellegrino used physical force against Ramirez or vice versa. He had gone to the bathroom at Taylor' on one occasion and when he returned, possibly Montgomery, told him that Ramirez had become a little, "froggy", and had pushed Pellegrino but he could not recall if any further details were related to him. This luncheon may have been for Higbie but he did not recall for sure. It was about two years ago. Watts stated he could not recall ever becoming aware of any other incident at a restaurant or any other O.I.S. function wherein Pellegrino or Ramirez became involved in a use of force/dispute with each other or anyone else. Watts stated he observed the name, "Howard Schreiber", written on the blackboard in the O.I.S. office about a year ago. He could not recall any other words written on the board. He did not know who wrote the name. He denied hearing Pellegrino state in reference to the writing on the board, "Chico wants to be a Mexican but he is a Jew." Nor did he hear Lieutenant Hall state, "Well it looks like someone has dug-up dirt on a Detective III candidate", in reference to the name written on the board. He recalled Ramirez pointing out the name on the board and stating that was his father's name. Ramirez did not appear to be upset by the name being written on the board. Watts stated that he did not recall hearing Lieutenant Hall and Lieutenant Massey discussing any Captain's list in August/September 1988 and denied hearing Lieutenant Hall in his presence state to Ramirez "God damn it Chico you are interrupting us." He never heard Lieutenant Hall speak in a loud, degrading tone of voice to Ramirez. Watts stated that he did not recall ever hearing Peggy Fiderio and Montgomery engaged in a conversation during which Montgomery told Fiderio to, "Just ignore the little Mexican," while referring to Ramirez.
