PERSONNEL COMPLAINT, LA. No. 86-600 Page 135 apply a carotid chokehold or use any type of physical force against Ramirez. He denied hearing Pellegrino say to Ramirez "Let me show you what I use to do to little fucking Mexicans on the street." Karlson stated at no time between the period from 1983 to 1985, or at any other time did he hear Pellegrino criticize Ramirez for keeping his desk neat nor did he ever observe Pellegrino ransack Ramirez' desk. He denied ever seeing Pellegrino throw any pens, pencils or other items around on Ramirez' desk. Karlson stated that he recalled Hearing Reporter Jim Rabe's retirement in December 1986, but denied ever hearing Lieutenant Higbie refer to an available Black female replacement from I.A.D. as a "nigger bitch." He denied hearing Lieutenant Higbie say, that he would not replace Rabe with a Black because the word, "nigger," was used frequently may slip out. He denied ever hearing Higbie use the term "nigger." He denied ever hearing Lieutenant Higbie say, that no Black would ever work in the O.I.S. Section as long as he was in charge. Karlson stated that when he was Chief Brewer's adjutant he complied a list of qualified Blacks who should be considered for future positions within Detective Services Group. It was Chief Brewer's desire that more Blacks be considered for positions on the third floor at Parker Center. After transferring into the O.I.S. Section he had a discussion with Lieutenant Higbie relative to the list. Higbie told him that it was his (Higbie) opinion that none of the personnel listed had enough homicide experience to conduct an O.I.S. investigation. Karlson stated that since coming into the unit in March 1982, he had observed Ramirez shine his shoes in the O.I.S. office. He (Karlson) denied ever hearing anyone say, "Hey Chico, come over here and shine my shoes next. You Mexicans are good at shining shoes." Ramirez had related to him that as child he (Ramirez) would shine shoes on Olvera Street. He denied ever hearing anyone equate Mexicans with being good at shining shoes. Karlson stated that he had knowledge of Memorandum No. 1, titled "Unaccepted Remarks of a Racial Nature" being distributed in the O.I.S. office in or about April 1987, but denied hearing anyone say "OK guys we have to be nice to Chico or he will go to La Ley." He also denied hearing other members of the unit say "More minority shit. Don't these niggers ever quit.?" Karlson stated that he was not aware of a November 1987, conversation between Ramirez and Sergeant Sergio Diaz nor of an incident that may have occurred in an elevator at Parker Center between Ramirez and Diaz.
