PERSONNEL COMPLAINT, LA. No. 8 6-600 Page 134 helmet. Karlson thought the helmet was for Ramirez, because he had dropped so many flyballs during the unit's baseball games. Karlson denied ever hearing Lieutenant Hall tease or belittle or say anything regarding Ramirez' involvement in the altercation. Karlson denied ever hearing Lieutenant Massey say to Ramirez, "How's the little Mexican asshole doing?", and he also denied hearing Ramirez say to Lieutenant Massey, "I'm not an asshole, Mexican, yes. Now what about it?" Karlson said that he could unequivocally say that he had' never heard Lieutenant Massey make any statements like those. Detective Karlson was interviewed on June 6, 1989, at 0900 hours, at Robbery-Homicide Division by Lieutenant II Stephen Coker, Serial No. 20195 and Sergeant I Marty Cotwright, Serial No. 20132, Operations-Headquarters Bureau. Present at the interview and acting as Detective Karlson's employee representative was Sergeant I Harry Ryon, Serial No. 17718, Hollywood Division. Detective Karlson stated that he was first assigned to the O.I.S. Section in March 1982, and has been so assigned since that time. Karlson said he was brought in to replace Tortorici who. left the unit to go to Detective Support Division. Karlson stated that he never heard Lieutenant Higbie say "We don't need a nigger or broad here. We already have a Mexican, right Chico." He denied ever hearing Lieutenant Higbie express a sentiment that no "nigger" would ever work in the O.I.S. Section as long as he (Higbie) was in charge. He never heard Lieutenant Higbie make any threats to use physical force against any member of the O.I.S. Section. When Lieutenant Higbie made the statement that he would "rip lips off", he would make it in a joking manner. Karlson stated that in May 1982, Vannatter, Muldrew and he were partners and he (Karlson) understood that Muldrew was due to leave the unit because he could not perform the duties of an O.I.S. investigator as per Lieutenant Higbie's instructions, he did not know why Salkeld left the unit. Karlson stated that he had no personal knowledge that Pellegrino ever worked excessive overtime nor received compensation for overtime for which he was not entitled. He denied ever hearing Captain Gartland, Lieutenant Hall or Lieutenant Higbie counsel Pellegrino regarding his overtime. He recalled that both Captain Gartland and Lieutenant Hall had said that Pellegrino was at his maximum allowance for overtime and should take time off. Karlson stated at no time between the period from late 1983 or early 1984, or at any other time did he ever observe Pellegrino
