PERSONNEL COMPLAINT, I.A. No. 86-600 Page 77 He was assigned to the O.I.S. Section when Hearing Reporter Jim Rabe retired but denied hearing Higbie refer to a possible Black female replacement from I.A.D. as a "nigger bitch." He did not recall Higbie say that the reason he did not want any Blacks working in the O.I.S. Section was due to the frequent use of the word "nigger" and that the Black would complain about the use of such terminology within the office. Coiner stated that he never heard anyone tell Lieutenant Hall the reason the hearing reporter position within the O.I.S. Section was not filled was due to a sentiment that no Black would ever work in the unit. He did not recall ever hearing Higbie say that no Black was going to work in the O.I.S. Section as long as he (Higbie) was in charge. He never heard anyone in the O.I.S. Section use words like "nigger" or any other racially derogatory terms. He likewise never heard Tortorici refer to Ramirez as a "greaser" or "greaseball." Ramirez would often shine his own shoes with the shoe shine kit that was kept in the O.I.S. Section. He (Coiner) said he had attempted to get Ramirez to shine, his shoes as a joke but never heard anyone say to Ramirez, "You Mexicans are good at shining shoes." Coiner stated that he never heard Ramirez complain about being called "Chico" or tell anyone he did not like being called by that name. He (Coiner) referred to Ramirez as Chico while he was assigned to the unit. Coiner stated that he did not recall attending a Christmas 1987, luncheon for the O.I.S. Section at Taylor's Restaurant. He had attended several O.I.S. Section luncheons prior to his retirement but did not recall any instance wherein Pellegrino or anyone else used physical force against Ramirez or vice versa. He attended an O.I.S. Section luncheon at Stevens Restaurant and the only incident he recalled was Tortorici nearly choking on a piece of meat. Coiner stated that while he was assigned to the O.I.S. Section, he had on occasion observed Ramirez consume alcoholic beverages at several functions. He could not recall any instances herein Ramirez was asked to leave a restaurant for any particular reason nor Ramirez ever becoming loud and poking anyone in the chest with his fingers. Coiner stated that he never heard anyone in the O.I.S. Section refer to another member of the unit by the name "Dino", although everyone in the unit had a nickname. Coiner stated that he did not recall Memorandum No. 1, titled "Unaccepted Remarks of a Racial Nature" being issued in the O.I.S. Section on or about April 24, 1987. PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
