PERSONNEL COMPLAINT, I.A. No. 86-600 Page 2 2 said "Chico wants to be a Mexican but he is a Jew." Others in the unit laughed but he was humiliated. Diethrich stated that she recalled seeing something written on the blackboard in the OIS Section about a year ago (approximately June 1988) that had the word "Jew" in it. She did not pay particular attention to what was written on the blackboard but knew that the comment referred to Ramirez. Pellegrino and others in the unit had kidded Ramirez for a couple of days about being Jewish. She did not recall who other than Pellegrino had kidded Ramirez about being Jewish. She recalled hearing Pellegrino say something to the effect "Chico wants to be Mexican but he is a Jew." She did not know who had written the statement on the black board nor did she hear Lieutenant Hall say "Well it looks like someone has dug up dirt on a Detective III candidate," in response to any comment written on the board. Payne stated that he recalled seeing the sentence, "Howard Schreiber is whose father?" written on the blackboard in the OIS Section office. He denied that he wrote such a comment on the blackboard and was not aware of anyone else doing so. Nor did he recall hearing Pellegrino state in his presence, "Chico wants to be a Mexican but he is a Jew." He likewise did not hear Lieutenant Hall state in response to any writing on a blackboard, "Well it looks like someone has dug up dire on a D-III candidate." Payne stated that he asked Ramirez what the writing meant and he replied that Schreiber was his father. Ramirez did not seem upset about what was written. Watts stated he observed the name, "Howard Schreiber," written on the blackboard in the OIS office about a year ago. He could not recall any other words written on the board. He did not know who wrote the name. He denied hearing Pellegrino state in reference to the writing on the board, "Chico wants to be a Mexican but he is a Jew.: Nor did he hear Lieutenant Hall state, "Well it looks like someone has dug up dirt on a D-III candidate," in reference to the name written on the board. He recalled Ramirez pointing out the name on the board and stating that was his father's name. Ramirez did not appear to be upset by the name being written on the board. Detective Hall stated that he observed the name "Howard Schreiber" written on the blackboard in the OIS Section office. He was not sure if the question form, "is whose father?," was written or not. He saw the name about three or four months ago (January or February 1989) .

PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
