PERSONNEL COMPLAINT, I.A. No. 86-600 Page 2 RHD, directed improper remarks to Ramirez by stating, "You Mexicans are good at shining shoes." The Department alleged that on or about April 24, 1987 unknown officers assigned to the OIS Section of RHD made improper remarks when they stated, "Don't these fucking niggers even quit?," upon receipt of Department Memorandum No. 1 titled, "Unacceptable Remarks of a Racial Nature." The Department alleged that sometime in November of 1987, Detective Ramirez, while on duty, directed on improper remarks to Sergeant I Sergio Diaz, Serial No. 21800, Operations Central Bureau, by stating, "If you call me Chico again, I'll kick your ass. " The Department alleged that Detective Pellegrino, while off duty at an OIS Section social function sometime in 1987, unnecessarily used physical force against Detective Ramirez in that he choked and threw him against bar stools causing him to fall to the floor. The Department alleged that sometime in 1987 Lieutenant Hall failed to take appropriate action after he knew or should have known that one of his subordinates had unnecessarily used physical force against another subordinate. The Department alleged that sometime in February 1988, Detective Pellegrino while on duty, directed an improper remark to Detective Ramirez by stating, "Chico wants to be a Mexican but he is a Jew." The Department alleged that sometime in February 1988, Lieutenant Hall failed to take appropriate action after he knew or should have known that one of his subordinates had directed an improper remark toward another subordinate. The Department alleged that on May 24, 1988, at approximately 1515 hours, Detective Pellegrino, while on duty, unnecessarily became involved in a physical altercation with Detective Ramirez.
