Department complaint alleging unbecoming conduqt and neglect of duty against Lieutenant II William Hall, Serial No. 13726, RHD Complaint: The Department alleged that from March 1981 until February 1985, Detective Ramirez directed improper remarks to Detective II Otis Marlow, Serial No. 14024, RHD, in that he referred to Marlow as a, "Wop," and/or, "Little Italian." The Department alleged that sometime during 1984, Detective Montgomery, while on duty, uttered improper remarks when he referred to a Hispanic officer as, "a real dumb Mexican," and mimicked the officer's accent. Complaint:
