(1) List of members from the examination oral board for Police Sergeant given to Officer Paul Vernon. (2) Interview notes taken at Officer Paul Vernons' oral for Police Sergeant be made available for review and preserved for investigation. (3) That the "oral tape" of Officer Paul Vernon for the examination of Police Sergeant be preserved for possible future investigation. (4) Ranking-standing of Officer Paul Vernon on the current promotional list for Police Sergeant (City of Los Angeles) Disclosure of such documents would not constitute an unwarranted invasion of personal privacy since they do not include personal information which would constitute an "invasion" of privacy. If you determine that any or all of the reque st docum ents or requests are exempt from disclosure , I request that I be p rovided with a written explanation. Sincerely, cc. Valdez 15632 Ranchero Road Hesperia, California 92345 (619) 947-3792 Re: Class #468 Problem Control Substance (Health Science Department) Dear Dr. McCune: It has come to my attention that Mr. Wilbanks CL.A.P.D. Captain and Division Commanding Officer) teaches an undergraduate course dealing with substance abuse and identification leading to a certificate in Drug\Alcohol problems. I have been informed by student[s] taking this class that Captain Wilbanks' "Fundamentalist" religious views are also a part of this class. Captain Wilbanks has used this class as a means in which to "preach" these views and their influence within the Los Angeles Police Department. As a former Los Angeles Police Officer, I am not surprised of this situation as the lack of separation between "Church" and "State" (a Constitutional abuse) exists within the Los Angeles Police Department. I, in no way mean to imply that "o nes religious views" or "beliefs " are not personal and protected as rights 11 as an individual. 11 What is a concern is that "ones Constitutional rights 11 as to the propriety and legality of this practice should be maintained in the proper forum. It should be known that the 11 fundamenta list" views and teachings may not be the views of those officers servin g within the L.A.P.D. PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
