Christopher: RECEfVEQ MAY 2 l 1991 We write to you as Co-Presidents of Lawyers for Human Rights, The Lesbian and Gay Bar Association of Los Angeles, concerning your investigation and review of the Los Angeles Police Department's policies and procedures. We believe it is of critical importance that your Commission's review include an analysis of the issues and concerns of unique and special interest to the lesbian and...gay community of Los Angeles. The policies, both past and present, of the LAPD with regard to the gay community are, to put it bluntly, unenlightened and anti-humanitarian in the extreme. This is true in virtually every area of the LAPD's activities, including, for example: recruiting, training and promotion; outreach efforts to the lesbian and gay community; and sensitivity to the particular needs of our community (including an awareness and responsiveness to the alarming increase in anti-gay violence). Unfortunately, the attitude of the LAPD in all these area s -- as exemplified by those in the highest leadership positions -- is one of indifference at best, and profound hostility at worst. The decision of the Commission to investigate and make recommendations for improvement in all these areas (as well as others) would send a positive and significant message to Los Angeles' gay community. As part of this investigation, we strongly recommend that you schedule a public hearin9 specifically targeted to "'issues concerning t he l esbian and gay population of Los Angeles. PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
