June 28, 1989 Councilman Richard Chairman Police, Fire and Public Safety Committee 200 N. Spring Street Room 260 Los Angeles, Ca. 90012 Dear Councilman Alatorre: Ernest F. Valdez P.O. Box 9874 Glendale, Ca. 91226 (213) 255-1632 On July 3, 1989 or July 10, 1989, according to your staff, Chief Gates is to address your committee regarding the sale of pilfered gun parts by LAPD Officers. It has not been decided, as of today, if this will be a public hearing. I respectfully request that this matter be made public and that the concerns of the citizens of Los Angeles could be addressed at this meeting. As you stated its important that these incidents don't happen again and that gun and gun parts don't end up on the street for unlawful purposes. But, you are overlooking an even graver situation, the fact that the LAPD "Internal Investigative System" just does not work when it involves one of the "Sacred Cows" of the LAPD. It is not a coincidence that the statute of limitations has run out on any internal discipline or that it was never forwarded to the L.A. district attorney's office. The double standard within the LAPD is alive and flourishing because Mayor Bradley and his appointed commissioners continue to look the other way to the abuses within the LAPD. What this might have showed if properly handled, was that the crimes of Burglary, Larceny, Grand Theft, Conspiracy, Income Tax Evasion, Perjury, Conduct Unbecoming an Officer, Mis-Appropriation of City Property, and possible Federal Firearms violations, could have occurred. This fall, I will have the opportunity of presenting my case before a jury of the Citizens of Los Angeles. More officers like Lt. Finn, will have the chance to testify to the internal abuses within the LAPD. I have fought for over 6 years for equal opportunity within the promotional system and it is more than unfortunate that officers have to go outside the "system" in order to receive justice. I, as you know resigned because of this injustice, and had to give up my career for it.
