's OFFICE The Los Angeles City Council 1 s reversal of the Pol ice Commission ' s ruling to suspend Police Chief Daryl Gates was an inexcuseabl e ploy motivated by petty political considerations. It is an embarrassing setback to an already disgraceful situation . Daryl Gates, time will inevitably · reveal, is the Richard Nixon of the 1990's. The Los Angeles Police Department and the Sheriff s Department constitute the most oppressive and fascistic police force in the United States. In no other American city are honest, tax-paying, responsible cit iz ens treated like common criminals for traffic violations and other petty infractions. It is as if the modus operandi of the LAPD and Sl'eriffs Dept. is guilty until proven innocent. A more accurate motto for the LAPD would be "To Bully and To Harass" . It is unforgiveable for public servants such as policemen and she rif fs to hav e such a belligerent and arrogant attitude towards average, l aw-ab idin g citizens . In no other American c i ty wou ld such an outrageous attitude be tole r ated . A friend of mine from Vienna, Austria . who has traveled extensively throughout Easte r n Europe and is currently a student at UCLA, claims that the LAPD and Sheriffs Dept. use tactics similar to the KGB's and other East Bloc police agencies before the fall of the Ber li n Wall . Who, after all, is in charge here? The LAPD holds an i nordinate amount of power and influence in this city. Not even the mayor or the city council can control it, as recent events have proven. The Sheriff's Dept. is also guilty of the same attitudes , practices, and abuse of power. It is time for a change in Los Angeles; in fact, it is well overdue. L. A. is no longer a simplistic, Western cowboy town; it is now a major metropolis . The LAPD and Sheriff's Dept. are an embarrasment to the citizens and the reputation of the City of Los Angeles. PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
