I previoltsly mailed the attached letter in its entirPly to Polire Chief Daryl Gates, Sheriff Sherman Block and Mayor Tom Bradley. Seedless to say , I have yet to receive a response from any of their staff . Just recently , Mayor Tom Bradley and Chief Dary l Gates have stated the need to investigate and imp lement c han ges in the LAPD. These are the same changes I had indicated in my letter of April 1990 . It to ok the Rodney G . King incident for t h em to finally ack n owledge the eris is in the Los Angeles Police Department . From persona 1 experience and observation I foresee the L.A. County Sheriff ~nrou n tering t h e same problems . ThP only reason the LA Sheriff ' s DepartmPnt is n ot p rPsent]y thf' same public scrut 1ny is be~a11se, fortunately for them, have not been video taped . und<!r t h<"Y MO\.J many LAPD and Sheriff's Department misconduct and brutality i n ~idents have occurred since my letter? Unfo r tunately , we ~ill n~vpr know. The reason being this: it is a known fact the publir is only a~are of ras~s of misconduct and brutality by la~ enforcement officers when t he scope nf t h e i n c i dents are too large fnr protection of law enfo r ceme n t and the p ol i tical in fluenre umbrella . Chief Gates' recent. changes i n the LAPD comma nd st rllcture tends to quest ion his present. abi li ty to PX ere i se proper judgement. and integrity as most of these personnel have acquirPd t h Pir present positions during hi~ te nur e as police chief . Description | Correspondence: complaints against Gates & LAPD (1 of 2), 1978 April 3 - 1991 June 14. PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
