First of all, Kathy and I have been working very closely together since John Spiegel and I had a call right from the beginning and I feel very relaxed working directly with the Commission and giving everything that I can possibly give to the Commission and I really appreciate this working relationship. I just want to make that clear. I have no problem with that at all, and neither does the Chief. He's well aware that I'm doing it. The basic mission I was given by the Chief of Police was to review all levels of training within the Department, from basic recruit training all the way up to the training of the Chief of Police himself. People chuckle when I say that, but yeah, we're doing that, too. But our major focus of the training is tactics, use of force, human relations and technology. Those are the main four areas that we're looking at for obvious reasons. The Chief has given me total support of the organization. I've had a basic blank check from the time I've started. Any personnel that I specifically wanted from the organization, I've been given. I have currently 38 people within the organization working for me, doing all of these different areas. All of these 9 functions that I'm going to talk to you about are all going on simultaneously, so I have supervisory staff responsible for each of those areas as well as personnel from the Department, that frankly, I personally hand selected for two reason. Number one, their ability to have some credibility within the organization that will get the answers that are needed, and number two, the ability to allow the Chief of Police to see the information before the newsmedia and the LA Times do. Those were the two kinds of people that I was looking for. 8 06/08/91

PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
