CALENDARS On motion of Co rrmissioner Williams, seconded by ColTlilissioner Yslas, the Calendars of the Commanding Offi cer, Commission Operations, of August 7 and August 14, 1990, with recorrmendations for police permits, as specifically set forth, with the exception of deleting Item Nos. 1 and 16 from the Supplemental Calendar of August 7, 1990, were APPROVED, by unanimous vote. 3. CHIEF OF POLICE RECOMMENDS FOR BOARD ACTION 3-A. Section 41 .40 - Hydro Pressure Systems Approval of request from Hydro Press ure System s for a variance to Los Angel es Municipal Code §41.40 to permit nighttime tree trimming from 12 midnight to 6:00 a.m., Mon day through Friday, at the work sites located on Hollywood Boulevard betwee n Orang e Street and Gower Street and on Vine Street between Sunset Boulevard and Yucca Avenue, for reasons set forth. Donation - Of fi ce Space - DARE Approval and transmittal to the Mayor and City Council of request to accept off ice space for use by the Drug Abuse Resistance Education (DARE) Administrative Unit, for reasons set forth. Funds - Transfer - Computer Equ i pment - Crime Analysis Units Approval and transmittal to the Mayor and City Council of request to transfer $2 06, 010 from the unappropriated balance in the 1990/91 Fiscal Year budget to Police Department Fund 100, Account No. 7300, to purchase personal computer equipment for crime analysis details in each geographic Area as well as Robbery- Homicide Division, Metropolitan Division, Bunco -F orgery Division, Burglary-Auto Theft Division and the Crime Analysis Unit, as set forth. Grant - Focused ~t_!ack Linking Colf!Tl~_!lity Organizations and Neighborhoods ~A'tr""ON - Narcotics Abatement Appearance: Captain J an Carlson, Commanding Officer, Asset Forfeiture and Support Section, Narcotics Group Approval and transmittal to the Mayor and City Council of revised grant application for the Department's FALCON (Focused Attack Linking Corrmunity Organizations and Neighborhoods) Narcotics Abatement Program, as set forth. In response to a question from Corrmissioner Tooley, Captain Carlson explained that due to the redirection of federal Anti-Drug Abuse funds, the Department's award was reduced by $3 09 ,3 75. How ever, she noted that that this reduction does not significantly i~pact the Department's proposed program, which is designed to identify narcotics hotspots and target them for civil and criminal narcotic abatement proceedings. On motion of Corrmissioner Yslas, seconded by Corrmission er Tooley, the reconrnendation of the Chief was APPROVED, by unanimous vote. 3-I. Scheideker, Traffic Coordination Section Approval and transmittal to the City Attorney of draft ordinance amending the Los An~eles Municipal Code to regulate roller-skating, skateboarding and bicycl1ng at specific locations and to establish designated bicycle lanes, as set forth. Officer Scheideker explained that the ordinance would allow the Department of Transportation to r egulate roller-skating, skateboarding and bicycle riding at certain locations by posting signs or other traffic control devices and to establish bicycle lanes. Conrnissioner Tooley expressed concern that the ordinance would prohibit citizens from engaging in these activities. Conrnissioner Boeckmann clarified that the ordinance would not prohibit the activities but rather, define how they may safely take place through the use of special signage . On motion of Conrnissioner Yslas, seconded by Conrnissioner Boeckmann, the reconrnendat i on of the Chief was APPROVED, by unanimous vote. 4. HEA RING EXAMINER'S REPORT 4-A. Police Pennit - Maxim G. Ra li s Hearing proceeded on revocation of the Alann Subscriber police permit of Maxim G. Ralis, dba Alpha Check Cashing, at 9015 DeSoto Avenue, Canoga Park-- Hearing Examiner reconrnendation, REVOKE; Conrnission Investigation Division reconrnendation, ADOPT. On motion of Conrnissioner Yslas, seconded by Conrnissioner Tooley, the reconrnendatio n of the Hearing Examiner was approved, and the Alarm Subscriber police permit of Maxim G. Fox, and the Accusation for Revocation of the Towing Operation police permit of Fox Motors, Incorporated, at 15152 Erwin Street, Yan Nuys, as set forth. Mr. Fox stated that it has been his privilege to have had an Official Police Garage Designation for the past 35 years, but noted that the time has come to resign that distinction. Mr. Fox then stated that while he does not believe all the charges set forth in the accusation wo uld have been sustained, he does not have the time or the resources to enter into protracted legal proceedings. In response to a question from Corrmissioner Tooley, Captain Carlson explained that due to the redirection of federal Anti-Drug Abuse funds, the Department's award was reduced by $3 09 ,3 75. How ever, she noted that that this reduction does not significantly i~pact the Department's proposed program, which is designed to identify narcotics hotspots and target them for civil and criminal narcotic abatement proceedings. Officer Scheideker explained that the ordinance would allow the Department of Transportation to r egulate roller-skating, skateboarding and bicycle riding at certain locations by posting signs or other traffic control devices and to establish bicycle lanes. Conrnissioner Tooley expressed concern that the ordinance would prohibit citizens from engaging in these activities. Conrnissioner Boeckmann clarified that the ordinance would not prohibit the activities but rather, define how they may safely take place through the use of special signage .
