Description	Section 4: Los Angeles Police Department. Training Division units and their syllabi. PART OF: Commission meetings (5 of 6). PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system.

Full text	6. Crime Prevention The role of crime prevention within law enforcement and the crime prevention functions of a law enforcement officer are discussed. Also taught are the elements of crime prevention programs such as the Neighborhood Watch and Operation Identification. In addition, the Department crime-prevention programs such as the Basic Car Plan, the Crime Prevention Specialist Volunteer and the Triad Approach are covered. The elements of the LAPD's future "Star Wars" program is discussed. Finally, the students are taught how to prepare for crime prevention meetings. 7. First Aid/CPR/Aids Awareness The Standard First Aid Course of Instruction is taught. Also, the Cardiopulmonary Resuscitation course which qualifies for the Heart Association CPR certificate is taught. These two courses meet the Health and Safety Code requirements for the California peace officer training. Each recruit is taught to identify the most common limitations imposed by law enforcement agencies concerning the rendering of aid to and/or transportation of injured or sick persons. Aids awareness is designed to give students a basic background knowledge on HIV infections and other communicable diseases, and how to prevent on and off duty exposures. Course is mandated by City Council Resolutions. 8. Unusual Occurrences The methods and principles of dealing with fires are taught in detail. The recruits also learn the field officer's responsibilities in responding to incidents of mutual aid and handling hazardous occurrences, the procedures for handling missing person cases, and the requirements for agencies available for handling cases involving animals. 9. Juvenile Law and Procedures Recruit officers are taught responsibilities of law enforcement personnel with respect to taking juveniles into custody and advising juveniles of their constitutional rights. The purpose of "Juvenile Court Law" and scope of authority of juvenile courts are also explained. Lecture two alerts recruits of their responsibilities relative to the detention of juveniles and the obtaining of medical treatment for those juveniles who are sick or injured. They are also taught juvenile court procedures and the elements of the crime of "contributing to the delinquency of a minor."
