48. CITATION ISSUANCE AND COMPLETION (TRAFFIC COURT PREPARATION SCHOOL) Class Title The purpose of this class is to train officers in the proper methods of writing personal service citations, ensuring that all appropriate elements are listed. The goal of the class is to inform officers of the need to properly document evidence of an infraction on the personal service citation. 49. INTERNAL DISCIPLINE (WATCH COMMANDER SCHOOL) Class Title The purpose of this class is to discuss the history of discipline and corruption within the LAPD. Special emphasis is given to the watch commander's responsibility for supervising personnel investigations, methods of auditing, time management, and the need to follow established procedures for internal discipline matters. The goal of the class is to ensure that all watch commanders understand their responsibilities for maintaining discipline on their watch and ensuring'that appropriate investigations are initiated and completed. 50. DEPARTMENT OBJECTIVES AND PRIORITIES (WATCH COMMANDER SCHOOL) Class Title The purpose of this class is to train watch commanders on the Department's overall objectives and priorities in law enforcement. Special emphasis is given to corruption awareness, ethics, and the role and mission of a professional law enforcement agency. The goal of this class is to ensure that watch commanders understand Department objectives and priorities and can adequately relate these issues to their subordinates. 51. USE OF FORCE (WATCH COMMANDER SCHOOL) Class Title The purpose of this class is to train watch commanders to understand the appropriate use of force in arrest procedures. The escalation and deescalation of force is thoroughly discussed. Watch commanders are asked to review recent use of force situations and develop recommendations and/or alternatives to actions taken by field personnel. The review and preparation of use of force reports are taught. The goal of this class is to ensure that watch commanders fully understand the Department's use of force policy and can review, audit, and train their personnel in proper procedures.

PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
