-2- o 50 involved wrongful deaths, shootings and injuries o 28 involved civil rights violation cases o 16 involved battery/excessive force cases o 9 involved miscellaneous allegations, e.g.: negligent police actions relative to a police dog attack. The Internal Affairs Division indicated that 36 of the 140 cases we provided to them were investigated by the Police Department. The 36 Internal Affairs Personnel Investigations of those cases consisted of: o 19 excessive force cases (3 additional cases were classified by I.A.D. as "excessive force cases") o 11 shooting violation cases o 3 discourtesy/unbecoming conduct cases o 2 improper tactics cases o 1 neglect of duty case The 36 cases reviewed resulted in a total of 50 officers investigated and of those 50: o 3 received Board of Rights hearings (2 were removed from the Police Department following those hearings) o 17 received suspensions o 4 received admonishments or official reprimands o <24 received no penalty o 2 are currently being investigated. Research Methodology The City Clerk provided this Office with information relative to Police litigation for the year 1990. For the years 1986-1989 we relied on the files of the City Attorney. Due to time limits and inconsistencies in record keeping between the City Clerk and the City Attorney, we may not have a complete accounting of each and every case settled, or for which the City paid a judgement during the five year period of review. Information relative to the occurrences of discipline and the type of discipline and/or investigation conducted was provided by the Internal Affairs Division of the Los Angeles Police Department and released by the Chief of Police in an expeditious manner. PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
