It is a record of appropriate action to carry out needed pub- ; lie improvements. * Considering the handicaps Imposed on local government l by the present City Charter t this record of growth and good administration is rather re. markable. Since the charter : was adopted in 1925 it has b e e n amended nearly 200 times. By its provisions the organization of .18 of the 20 citv departments is frozen. And aithough the charter makes the city's chief execu• tive responsible for the super· :vision of these departments ti rbids him to exercise any di· rect control ovc. them. This is because actual heads of depart· ments, i.e., the city librarian, health officer, Chief of Police, etc., are appointed from a civil service list and are removable by the boards of commission· ers only. The charter sets up for Los Angeles eight separate and dis· tinct budgets. Seven city departments have their own budgets and are therefore sep. arate governments unto themselves. The charter also perpetuates three different pen· sion systems for city employ• ees. To amenQ this hoclg .. podge requires appraval of the . entire electorate.

PART OF A SERIES: A critical component of the Commission's investigation centered on the idea that governance of the LAPD was shared between the Office of the Chief of Police, an administrative body, and the Board of Police Commissioners, a citizen body. To better understand the dynamic between these two entities, the staff of Heller, Ehrman, White, & McAuliffe researched the history of the Los Angeles City Charter, focusing primarily on its provisions regarding the distribution of power and the structure and organization of the LAPD. Included in the series are reproductions of reports, dissertations, article clippings, excerpts from city documents, and charter amendments related to the charter's conception and development over time. The series also includes several summaries of expert witness interviews regarding the effectiveness of this structure. |
