Provisions of the.new charter, which becomes effective today, increased the membership, on the boards and commissions wnjch have had only three members to five each. These- appointments are a newt of tho grnrrri 1 reorganlxation of the city government.made necessary by the hew charter. Appointments expected to be made today are those of two new members of the Board of Public ■Works. John S. Horn, secretary of the Central Labor Council, Is expected to be appointed to the Board of Public Works. This is in the nature of a reward to organized labor for its support of Mayor fryer at the May 5 primaries. The name of the second appointee to be made by the Mayor to this board was carefully guarded at the^-City Hall yesterday. The members of this board have been receiving $300 a month each, but the City Council which went out of office yesterday recommended that the new Council increase the salary to $500 a month each for the new commission of eve members. The Mayor will probably also semi to the Cgaincil today the appointments of two and possibly four new members each on the fire, police and harbor commissions, as beginning today these boards cannot function, having no '.jorums until the appolntmer'.s are made. The Mayor by the terms of the new charter retired from the Are and police commission, and President C. J.' PART OF A SERIES: A critical component of the Commission's investigation centered on the idea that governance of the LAPD was shared between the Office of the Chief of Police, an administrative body, and the Board of Police Commissioners, a citizen body. To better understand the dynamic between these two entities, the staff of Heller, Ehrman, White, & McAuliffe researched the history of the Los Angeles City Charter, focusing primarily on its provisions regarding the distribution of power and the structure and organization of the LAPD. Included in the series are reproductions of reports, dissertations, article clippings, excerpts from city documents, and charter amendments related to the charter's conception and development over time. The series also includes several summaries of expert witness interviews regarding the effectiveness of this structure. |
