Dunlop on Plan -for New Government —An authoritative ^and-clearly de- fined exposition of tho provisions of the proposed city charter was presented by George H. Dunlop, bPcretary of the Board of Freeholders, in an address given yea- • twrxtay before-the-City ^Itrbr^t tfctr Chapman Building. Mr. Dunlop said the charter has two principle objects—to provide a high degree of participation in city affairs by citizens. Instead of by politicians, and to call to the city's service expert management in administration. Politicians were defined by the speaker as "those paid to give full time to tho city's business." "We have tried to get Into the public life of Los Angeles representative citizens who, as a matter of course, in smaller towns, give part time to the public," said Mr. Dunlop. "In laifee cities, as public business Increases In variety and extent, it has been Increasingly, difficult to get servidle from such men. The. method we have'used is* that of Increasing the importance of commissions which shall be policy-making boards, to gether with the creation of administrative managers who shall be responsible executives. Many administrative t unctkma—^tre—thus- taken away from the Mayor and Council. "These boards 'are made uni- fffffpi flv* vit"ifrftrr it" ***% flitf pointed for five years—one each year—by tho Mayor and Council." said the speaker. "Members are to be paid 15 per session. The creation of these citizen boards/with paid expert managers, should give us all me merit of citizen control" and prompt and effective admin istration. PART OF A SERIES: A critical component of the Commission's investigation centered on the idea that governance of the LAPD was shared between the Office of the Chief of Police, an administrative body, and the Board of Police Commissioners, a citizen body. To better understand the dynamic between these two entities, the staff of Heller, Ehrman, White, & McAuliffe researched the history of the Los Angeles City Charter, focusing primarily on its provisions regarding the distribution of power and the structure and organization of the LAPD. Included in the series are reproductions of reports, dissertations, article clippings, excerpts from city documents, and charter amendments related to the charter's conception and development over time. The series also includes several summaries of expert witness interviews regarding the effectiveness of this structure. |
