124 CITY GOVERNMENT FOR THE FUTURE ARTICLE 8 PLANNING AND ZONING Section 8.01 Planning and Zoning Function The planning and zoning function for the city shall be exercised in the manner set forth in this article. Section 8.02 Planning Commission There shall be a planning commission consisting of 11 members appointed and removable in the manner provided in section 4.02 of this charter. The commission shall, in addition to its other duties, advise the director of planning in the performance of the planning function. Section 8.03 Appeals Committee There shall be an appeals committee of the planning commission. The president of the commission shall appoint members of the commission as he deems necessary to serve as the appeals committee for terms specified by the city council by ordinance. The appeals committee shall hear and act upon appeals from decisions rendered by the office of zoning administration upon administrative zoning matters. The city council by ordinance may assign to the appeals committee appellate functions on other administrative matters related to the zoning function. Section 8.04 Director of Planning There shall be a director of planning. The director of planning shall be the general manager of the planning department and shall be appointed and may be removed as provided in section 4.04 of this charter. In the performance of his duties he shall be responsible to the Mayor. The director of planning shall: (1) Be responsible for the administration of the planning department; (2) Formulate a comprehensive general plan as provided in this article; (3) In cooperation with the city administrative officer, assist the mayor in the development of specific programs for the implementation of the comprehensive general plan, including the development of a capital improvement program; (4) Act as the chairman of the executive planning coordinating board; and (5) Perform such other duties and functions as are assigned to him by this charter and by ordinances of the city council. Section 8.05 Office of Zoning Administration There shall be an office of zoning administration. The director of planning shall appoint a chief zoning administrator and may appoint associate administrators as necessary. The office of zoning administration shall process, hear and act upon administrative zoning matters as provided by this article and ordinances of the city council. Section 8.06 Executive Planning Coordinating Board There shall be an executive planning coordinating board. The director of planning shall be the chairman of the board. The other members of the board shall be city officers designated by the city council by ordinance. The coordinating board shall be responsible for advising and assisting the director of planning and the city administrative officer in the preparation of the city's comprehensive general plan and development and implementation of the city's capital improvement program. The coordinating board shall perform such other functions as may be assigned to it by ordinance of the city council.

PART OF A SERIES: A critical component of the Commission's investigation centered on the idea that governance of the LAPD was shared between the Office of the Chief of Police, an administrative body, and the Board of Police Commissioners, a citizen body. To better understand the dynamic between these two entities, the staff of Heller, Ehrman, White, & McAuliffe researched the history of the Los Angeles City Charter, focusing primarily on its provisions regarding the distribution of power and the structure and organization of the LAPD. Included in the series are reproductions of reports, dissertations, article clippings, excerpts from city documents, and charter amendments related to the charter's conception and development over time. The series also includes several summaries of expert witness interviews regarding the effectiveness of this structure. |
