FINANCE ^^ 123 Section 7.09 Disbursements and Liabilities No payment shall be made from the city treasury or from the funds of the city unless authorized in a manner prescribed by ordinance and unless the demand to be paid is audited as provided by ordinance. Section 7.10 Auditing Procedures The city council shall by ordinance prescribe procedures for the conduct of financial audits. Section 7.11 Competitive Bidding The City Council shall by ordinance establish procedures for competitive bidding on city purchases and city public works projects. The ordinances shall require competitive bidding except when such competitive bidding is not in the interest of the city. Section 7.12 Sales and Leases Except as otherwise provided in this charter, the city council shall by ordinance prescribe controls and procedures governing sales and leases of City property. No real property of the City shall be sold except pursuant to ordinance authorizing the sale. Section 7.13 Approval of Contracts The city council may approve city contracts. The council shall by ordinance specify the types of city contracts which require approval by the council, review by the city administrative officer and approval as to form by the city attorney. The ordinance shall establish specific controls and procedures for such approval and review. The city attorney shall, as prescribed by the city council, approve contracts as to form. Also, he may on his own initiative review any other city contract and submit his recommendation as to form thereon to the mayor. The city administrative officer shall review city contracts as prescribed by the council. Also, he may on his own initiative review any other city contract and submit bis recommendations thereon to the mayor.

PART OF A SERIES: A critical component of the Commission's investigation centered on the idea that governance of the LAPD was shared between the Office of the Chief of Police, an administrative body, and the Board of Police Commissioners, a citizen body. To better understand the dynamic between these two entities, the staff of Heller, Ehrman, White, & McAuliffe researched the history of the Los Angeles City Charter, focusing primarily on its provisions regarding the distribution of power and the structure and organization of the LAPD. Included in the series are reproductions of reports, dissertations, article clippings, excerpts from city documents, and charter amendments related to the charter's conception and development over time. The series also includes several summaries of expert witness interviews regarding the effectiveness of this structure. |
