PAULO), H/lO/6? Mr.Nou- gueira during his visit to Brazil criticised the Secretary General of the UNO.U THANT by his refusal to visit Portuguese colonies in Africa. The Portuguese Foreing Minister said:- ftIf our Overseas Provinces constitute a threat to Peace,nothing is more natural and necessary than the Secretary General of the International Organisa tion to pay a visit to them". Mr.Nougueira also revealed that his Government spends 23.7 per cent of its bugget in order to maintain its troops in ANGOLA, MOZAMBIQUE and GUINEA(BISSAU). By extending an invitation to the Secretary General of the United Nations to visit what Mr.Nougueira insists to be "OVERSEAS PROVINCES of PORTUGAL" he has deliberately made an absurd and ambiguous gesture, It is in fact madiculous and ludicrous. How could the Secretary General of the UNITED NATIONS call on Provinces of an independent State? Does this mean that Mr.Nougueira has cunningly admitted that the old term COLONIES is only suitable one for the >/ case? Otherwise he must agree that the so-called "PROVINCES" are really a threat to PEACE and international security. While Mr.Nougueira at one hand denied Nationalist uprisings in Portugal's "OVERSEAS PROVINEES" on the other hand he stressed that his Government has been spending a lot of money 23.7 per cent in maintaining troops in Africa. Is not this enough to shame Kr.Ncn gueira and to make him a doubtful and idealistic politician?
