Who are these assailants? This is an important question to answer. From the large group v/ho attacked our office, we were able to recognise only two persons, who had deserted from the FRELIMO army more than a year ago. All the others were unknown to us* Later, we discovered that they were emigrants from Mozambique who had come to Tanganyika many years ago and who have no relations with our liberation struggle* There are many Mozambicans who live in countries surrounding Mozambique who have escaped from Portuguese colonial exploitation and oppression. In the early stages of our organisation, many of these emigrants were a part of the FRELIMO political structure. However, in the course of the development of the struggle, all of our efforts in organisation and mobilisation had to be concentrated in the interior of Mozambique. In 1965, soon after the beginning of war in Mozambique, an agreement betv/een the Tanzanian Government and FRELIMO established that Mozambicans living in Tanzania who wanted to participate in the liberation movement, had to either 1) return to Mozambique to participate fully in the liberation struggle, or 2) join the liberation army being trained outside of Mozambique, or 3) be full-time staff members of FRELIMO, subject to FRELIMO authority, or 4) settle in one of the Mozambican refugee camps, or 5) be citizens of Tanzania, participating as citizens in the normal life of the countryo Those people in the last category who wished to contribute to the Mozambican liberation struggle might do so through Tanzania's own political organ, TANU. It was agreed at this time that FRELIMO would no longer carry on political mobilisation among Mozambican emigrants living in Tanzania. All branch offices in Tanzania v/ere therefore closed. With the above facts in mind, the question must be asked in which category do the people who have participated in the criminal assault in the name of Mozambican politics belong? Whoever these people may be, the Mozambican people have a right to know what has recently been happening in Tanzania. It is in the Congress that this matter will be brought before our people* However, the principal matters for which the Congress is being convened have to do with the problems of the developing political-social structures which need general discussion among Mozambicans within.our own country. Some of these problems are 1) the working relationship between the military and the civilian administration; 2) the ways to increase production through agriculture, cooperatives, commerce, cottage industries,etc; \( cont * pag o 9 ) -6-
