the PEACE and JUSTICE ROAD and
undercovered the shameful name of
COLONY with the new name of PROVINCE in 1951. In order to perpetuate and
stabilize Colonialism in Mozambique she
created an agency of henchmen known
as "PIDE" Policia Intemacional e Defesa
do Estado". . This group of murderers,
have as primary purpose the perpetuity
of Colonial Government in Mozambique
and other Colonial territories. It goes
without saying that this type of Government is implemented by the Portuguese
White minority against the will of the
people concerned in all her colonies.
c) Moreover, while the same International Organisation strongly condemned
Race Segregation practised by some of
her members, Portugal changed immediately in 1931 the name Indigenous to
Autochthonous; in order to hide her filthy
race segregation in practice through the
whole territory. ^
In Mozambique there is about five
different classes cf Citizenship as follow;-
1. The Portuguese citizens
2. The Coloured citizens
3. The Assimilate Indigenous citizens
4. The civilised Indigenous, holders
of. the C/I "Cartao de Identidade"
Indigeoous Identification Card C. I.
5. The Primitive Indigenous, also holders caderneta Indigena. ( Indigenous Checking Card).
All these classes are there to distinguish the Whites from the poor African
Indigenous, so that the latter should be
deprived from all fair opportunities. In
all official positions, only the first two
groups hold higher positions while the
rest occupay the lowest of all positions.
These last three groups consist of about
95 % of the African population, composed
of farmers, workers and peasents, with
heavy duties towards the Colonial Government and having no privileges whatsoever. Atrocitties and forced hard labour are imposed to them by the Colo-
nail Government irrespectively of sex,
age, general conditions and health.
The frequent use of - PALMATORIA
or XIPAKANA" is one of the major
severe punishments reserved soley to
these cursed groups, meaning a rapid
eradication of a human race by other
human rare through this weapon, made
only for extermination purpose of defenceless African masses. No legal prosecution
is arranged to control this sort of punishment, neither the legal Code and Penal
code is afforded to these, so as to protect
them from any abuse of the Law. As long
as the master-starting from the Administrator J^an^appo^nte^^ White
official" who deals with all African affairs to the white ordinary settler, wishes
to see one screening and bleeding through feet and palm and buttocks, enough
to face such a miserable and fatal punishment, no right for appeal is allowed
because there is no court of jusiice available for Aficans above Administrator,
and those under him are all appointed
by the colonial Government at her option.
This piece of thick wood is almost
applicable to these last three classes, irrespectively of sex, age and conditions
of hearth.
It is a thick round five holes and
hand maneged piece af wood through
which the Portugues Colonial Government
applicates justice and the so called Equality of Rights in all her Colonial territories, especially in Mozambique where
about 95%m of the African population
is suppressed by the White supremacy.

Through this, hundreds of thousands
of poor Africans collapse in the so called
"TRIBUNAL PRIVATIVO DOS INDIGE-
NAS " privat court for Indigenous who
fall in their net. So this is one of the
meams employed for their practice of
genocide. Worse than the famous death
cell of st. Quentin's where a criminal is
judged convicted and sentenced accordingly. In Mozambique one's discrimination is noticed by the colour of skin
one's worth for such a dreadful punishment.
One's colour is a basic Principle for
discriminating both professional and mental qualities of the man. In order to
gain starvation wages, one must be assimilated otherwise he shall have to share
the fate of the remaining 95% of the
African population.
This is the kind of Justice and order
in vigour in all Portuguese Colonial
Territories.
THESE ARE THE  SPIES
The Policia International da Defesa
de Estado (PIDE) is them ost dangerous
anti-human rights Terror, the well-planned
strong and well-financed deparment through which the ruthless Portuguese Colonial Rule suppresses our people.
On June 1962, during the Freedom
Fighters conference in Accra, the leaders
of Political Movements from the Portuguese Colonies, held a private meeting at
which a strong warning was made that
PIDE penetration in the ranks of political
movements should be prevented and
carefully watched.
In this meeting, names of some well-
trained PIDE Officials in Portugal were
selected by Angolan student who had
run away from Portugal because of PIDE
activities.
Mozambique Political Movements
were strongly warned to look out for a
well-trained PIDE Official by the name of
LOURENCO MUTAKA who left Mozambique for Portugal under the cover of
. being a student to -specialise in espionage.
During the first Frelimo conference
on Setember 1962, a strong watch out
Mutaka was given to the President of the
Front by the leaders of UDENAMO and
by a Mozambican student who was studying in France who had run away from
Portugal because of Mutaka's activities.
Soon after the expulsion of the former Udenamo's leaders, the President of
the Front nominated his New executive
over-night and pulled into his Executive
this Black Mamba by the name of Mutake.
In June 1963 this Mutaka convinced
his excutive that he could go into Mozambique to organise. Soon Mutaka arrived
at the border between Malawi and Mozambique and as his bosses were waiting
for him he immediately flew to PIDE Headquarters in Lourenco Marques by a
Military plane to give facts about Frelimo's Activities.
This Mutaka went back to Tanganika
v/ith thousands of escudos given by
PIDE, and he claimed to have collected
the Escudos from the Portuguese who
claim to be sympathisers of (FRELIMO)
For quite a long time since Mutaka
Joined Frelimo he has been busy giving
information to his masters, As a result
many Mozambican members of Frelimo
have been arrested while trying to go
into the country to organise.

"Mondlane Envoys" who left Tanganyika to Mozambique, were arrested
on the 24th October, 1963 through Mutaka's
information.
