-7- ARTICLE 13:(ctd) c) d) ARTICLE 14: The Popular Committee shall consider recommendations and resolutions passed by the CENTRAL COMMITTEE; It shall have powers to dismiss, discharge or expel any member of CENTRAL COMMITTEE or officials provided that through the Disciplinary Committee and that such Member of CENTRAL COMMITTEE or officials have been proved to be of undesirable character to COREMO's policy; e) The Popular Committee shall require production of any report, document, materials or monies by short or long notice from any member of the CENTRAL COMMITTEE of COREMO for attention, provided that such an order or orders shall be in writing from the National Chairman or Secretary of the Popular Committee; f) It shall govern Provincial, District, Locality and Hamlet Committees by enforcing rules, regulations etc. in accordance with the Provisions of the Constitution; g) The Popular Committee shall meet at least once in every six (6) months, except in cases of emergency; h) The composition of the Popular Committee shall be:- all members of the CENTRAL COMMITTEE, members of Provincial Committees and Heads of External Principal Missions. But representatives of affiliated bodies may be invited at the discretion of the CENTRAL COMMITTEE as full participants. PEOPLE'S GENERAL CONGRESS a) Except in cases of emergency a general annual Conference to be known as "PEOPLE'S GENERAL CONGRESS" shall be held once in every year on such a date and place as may be determined by the CENTRAL COMMITTEE? b) Delegates to the PEOPLE'S GENERAL CONGRESS shall be elected from all over the provinces; c) The PEOPLE'S GENERAL CONGRESS shall consider reports and any other matters referred to it by CENTRAL COMMITTEE and members of COREMO; d) The Constitution of COREMO shall be amended by the PEOPLE'S GENERAL CONGRESS only; e) Elections of all CENTRAL COMMITTEE Members shall be conducted at the PEOPLE'S GENERAL CONGRESS once in two (2) years but in cases of emergency a vote of non confidence to any member of the CENTRAL COMMITTEE may be conducted by the CENTRAL COMMITTEE.
