Representative in(Lusaka)to the

Your Excellency and
Distinguished Members,
On "behalf of the Comite Rkvolucionario de Mozatabi-
que (COREMO),I have been directed to write this OPEN LETTER to the
Security Council of UNO and hand ' m  through the United Nations Representative here in the Republic of Zambia by the Provisional Action
Council of (COREMO)o
GENOCIDE COMMITTEE IN MOZAMBIQUE:-
The GENOCIDE Convention-adopted by the General assembly(Dec.1948),
lays down that Genocide,whether committed in time of Peace or War,is
a crime International Law which the Parties undertake to prevent and
to punish and that the reason responsible for that crimen  shall be
punished whether they* are constitutionally responsible rulers,
public officials or private individuals,The convention thus subjected
individuals  to the direct obligation and sanction of International
Laws.
What is the definition of Genocide:-The Committ&ng of certain acts with intent to destroy-wholly or in part a national,
ethnic,racial of religious groups as such.
The intention of this letter is to expose what is being
done in Portuguese colony of Mozambique.Indiscriminate murder of
innocent adult,female and male Africans and children is being carried
on by Portuguese in Mozambique African with Impunity in the face of
this International Convention to which they subscribe as members
of UNO*
Only last nonth(NOVEMBER, 1965) we repoted that the Portuguese
were engaged in a deliberate act of Genocide in the Tete Province and
near the border of the Republic of Zambia,but the World Body has not
paid any heed to what we wrote.We now wonder whether the World is
aware of what is going on in Mozambique.
If at any rate the World knows,then we ask this question.What is the
UNO-doing-with this deliberate act with Impunity of killing the inno~
ncent people?Is the UNO impotent that cannot act?Where is the stand
