I 21 AFRICA 22 August 1963 Mr. Mboya vent on to describe the implication that members of tne federation working party had tp decide whether or not there should be an east African federation as "entirely false." Mr. Mboya, who is a member of the working party, recalled its terms of reference. These, he said, left no doubt that the east African governments themselves wanted a federation. Quoting from the terms of reference, he said special attention would be paid to the accommodation of relevant- territorial interests in drawing up the federal constitution, Mr. Mboya emphasized that the working party«s task was to draft the constitutional framework and report back to the east African governments. He said it had been arranged that there should be a full-scale conference of governments during the third week of August to consider the working party's proposals. Mr. Mboya said he believed the working party had achieved a lot, and the points of disagreement were so few that they would not need months to consider. Mr. Mboya said it must nov be left to the heads of the different governments to decide on a date for their meeting. Procrastination, he warned, would only lead to unnecessary confusion and speculation. Zanzibar Expresses Reservations Nairobi Kenya Domestic Service in English 1815 GMI 20 August 1963—K/L (Text) Zanzibar Minister for Commerce and Industry Sheikh Ibuni Saleh has said that Zanzibar would not join the proposed east African federation until its government was sure it would serve the best interests of the whole country. Sheikh Ibuni, addressing a chamber of commerce meeting, said Zanzibar would not join if it was to its disadvantage. It would only enter if its status as a state was safeguarded. He went on to say that some people in east Africa are anxious that the federation should be a reality before the end of the year, but Zanzibar was in no hurry. He added that the whole question of Zanzibar's entry would be fully discussed in the National Assembly, where it would be possible to gauge public opinion. He told newsmen on arrival at Accra airport today that he will deliver a special message from President Habib Bourguiba of Tunisia to Osagyefo Dr. Kwame Nkrumah.
