PROCLAMATION TO THE MOZAMBICAN PEOPLE Mozambican People; In September, 1962, the Congress of the Mozambican Liberation Front (FRELIMO) affirmed unanimously the will and the determination of the Mozambican people to fight by all means for the achievement of their National Independence. During the two years that passed FRELIMO never ceased to work for the attainment of that goal. FRELIMO tried through pacific means to convince the colonial- fascist government of Portugal to give satisfaction to the fundamental political demands of the Mozambican people. As a result, the Mozambican people, also the Organization of African Unity, as well as the United Nations, and in general, the world public opinion, condemned the criminal palicy of the Portuguese Government. In spite of that, Portuguese colonialism continues to exercise its domination over our country. The natural wealth of our country and the work of the Mozambican people continue to be exploited by the Portuguese colonialists and their imperialist allies. Our brothers are murdered daily because of actively participating in the struggle for the liberation of our country. The prisons are full with the patriots and those who are still free live in the uncertainty of the next day. The PIDE increases the number of its agents and perfects the methods of torture; the Portuguese army is being reinforced and constantly increases its potential, in men and war material; and the "Psico-Social" proceeds in its campaign of deceiving the Mozambican people. FRELIMO always carried on its work in order to assume completely its responsibilities as the leader of the revolution of the Mozambican people. Therefore, parallel to the pacific efforts, FRELIMO created the conditions to face the eventuality of an armed struggle. Today, faced with the constant refusal of the Portuguese Government to recognize our right to independence, FRELIMO again declares that armed struggle is the only way for the Mozambican people to achieve their aspiration of liberty, justice and social well-being. Mozambican people, workers and peasants, workers of the plantations, of the timber mills and of the concessions, workers of the mines, of the harbours, of the railways and of the fadtories, intellectuals, civil servants, students, Mozambican soldiers in the Portuguese army, men, women and young people, patriots,
