- 12 - World Conference for Peace and International Cooperation Resolution on Colonialism and National Independence The World Conference for Peace and International Cooperation affirms that peace is the profound desire of all the peoples of the world. The problem of colonialism and imperialism is inextricably linked with the problem of world peace. Independence of all peoples is the essential prerequisite to peace. Peace without freedom is the peace of the grave, and freedom and independence without world peace are always in jeopardy. The denial of any country's right to independence constitutes a violation of the UN Charter and a great danger to international peace and security. The Conference recalls the United Nations Declaration on the Liquidation of Colonialism adopted by the UN aeneral Assembly in 1960 and demands its immediate implementation. This Conference hails the recent emergence of many Asian and African countries into independence. These newly liberated countries constitute a formidable force far stabilizing world peace. Non-alignment is today widely recognized as a potent force in the easing of world tension and the stabilizing of peace. This Conference expresses grave concern at the fact that a vast number of people are still held in subjugation, particularly in the continent of Africa, as in Angola, so-called Portuguese Guinea, Mozambique, etc. The Portuguese fascist government is perpetrating the most repugnant crime of genocide against the African people. The continued reign of terror is a complete violation of all the cannons of civilized behaviour. We call upon all the countries and the peoples to lend not merely their moral support to the valiant fighters for freedom, but also their material support because we recognize the inalienable right of these and other subjugated peoples to overthrow their oppressors even through armed revolt when all peaceful avenues have been deliberately and wilfully denied to them This Conference deprecates all attempts by the imperialists to seek to reimpose their domination through subtle and surreptitious political and economic methods. This neo-calonialism, in our opinion, is as pernicious as the former colonial domination. In fact, it is far more sinister as it accomplishes its purposes through subterfuge, while seeking the same ends. Economic pressure, interference in the internal affairs of the newly liberated countries, imposition of unequal economic and political treaties, hoodwinking the weaker into military pacts and alliances, the establishment of foreign military bases are all designed to reduce the independence of the new countries to a farce.....
