In this context, the possession of nuclear weapons by the anti-imperialistic and peace-loving countries has a fundamental importance. Because this is the only possible way by which imperialistic countries can be forced to refrain from launching a genocidal war for the conquest of the world. For this reason, the success of the Chinese people represents, • in addition to its obvious scientific value, also a victory for all freedom-loving peoples and for those who are under imperialistic domination. Therefore, in the name of the struggling people of Mozambique, FRELIMO wishes to congratulate the Chinese government and people for their outstanding achievement. Eduardo Mondlane President of FRELIMO ********** "MOZAMBIQUE'S BITTER PLIGHT" The following is am excerpt from "Mozambique's Bitter Plight", the third installment of a report on conditions in Mozambique, written by two Russian journalists who visited Mozambique in March of this year: "Portugal is an under developed country, and the living standards of its population are probably the lowest in Europe. Having retained vast territories in Africa, Portugal is unable to keep them today; she has neither the economic nor the military strength to do this, and she places her hopes on international imperialism, mainly on the USA. "Portugal cannot even create the semblance of progress in her 'overseas territories'. Formerly the Portuguese conquistadores preferred not to muddle their heads with 'philosophy1 — they simply drew their pistols and blazed away. The successors of the conquistadores changed over from pistols to automatic fire arms with the !Made in USA' trade-mark. However, the problem of keeping Mozambique under Portugal's heel is now much more complicated. "Some five years ago, the Portuguese magazine Military Review said in an article entitled 'Mozambique's Defence and Revolution- ary War' that in the brewing clashes Portugal cannot 'restrict itself only to military actions against the rebels.' "Lisbon's strategic plan of struggle against the Africans provides, first of all, for the attraction of foreign capital so that it would be interested in helping Salazar's regime to suppress the national-liberation movement.
