2. Do the Portuguese really want the negro to evolve?- V/hen the Portuguese government v/as forced by international critics to . temporarily reduce the period of forced labour for African workers to six months each year, the colonists immediately reacted, saying that six months was too short a period to "civilise the indigenous". V/hen, again under international pressure, the Portuguese government intended to establish rules regarding the amount and kind of food to be given to the workers, the colonists protested, saying that "the required amount of calories was too large arid would destroy the workers1 dietetic balance." The Deputy Lobato himself, v/ho is so interested in the "evolution" of the negro, in his National Assembly speech quoted earlier said that, "the negroes are paying too little. They pay only £ 2,600,000 in domiciliary taxes, which is obviously too little. It is necessary to increase the taxes, because the only possible source of a greater immediate revenue is indigenous property." Therefore, there is nothing new in the Portuguese colonial policy. Today, as always, the exploitation of our land and of our people continues to be uhe only preoccupation of the Portuguese colonialists. Our revolution continues. ********** CONFERENCE OF THE NATIONALIST ORGANISATIONS OF THE PORTUGUESE COLONIES (CONCP) At the end of May, the Second Conference of the Nationalist Organisations of the Portuguese Colonies (CONCP) v/ill take place in Dar es Salaam. CONCP is the organisation which coordinates the struggle against Portuguese domination in all of the Portuguese colonies. It was created in April 1961 when ten nationalist organisations of the "Afro-Asian Empire" of Portugal met in Casablanca to study the best way of joining forces in the struggle against Portuguese colonialism. The principles v/hich inspired CONCP in the past years have been: Direct action against the Portuguese colonialists as the only v/ay to achieve national independence. - The creation of national fronts in each Portuguese colony. The struggle against all forms of colonialism. The next meeting of CONCP is particularly important since v/ith the beginning of the armed struggle in Mozambique last year war is now being v/aged in three (and the most important three) Portuguese colonies: Guinea, Mozambique and Angola.
