EDITORIAL In a speech delivered during tho conference session of the ruling political party (National Union) a week before the end of last month the fascist Portuguese Premier, Dr, Salazar, admitted the development of the armed struggle for i^epe^dence'^ky .the Nationalists in various parts of Mozanbique. In that long speech covering a number of issues about the external and internal economic and political situation of Portugal and the so-called overseas provinces (on this occasion he just called then overseas territories), Dr. Salazar underlined the effect of the fight in Mozanbique on Portuguese Nationals. Admitting the advance of the Nationalists and the demoralisation of the Portuguese troops and population, he said, however, that one thing had been won, to convince others that the Nationalists are fighting for a just case. Nevertheless, he lamented that the million and a half "contos" (about £20,600,000) spent yearly on defense, besides other thousands of"contosn spent in african territories for the same purpose, could not be used in Portugal and Africa CLl roads, ports, schools, hospitals,"installation of * industries, mining, etc.. Admitting that such a long and a expensive war should continue becausevPoftugal was fullfilling an obligation, protecting peoples1 lives and defending the interest of Portugal and''whole West (colonialisriie and' in£Srialisne), he v/ent on to say that they are not combating the explosions of the feeling or SSfttiiaent" of the 'people "but 't6rf£>rism and subversive elements. On 21st February at the time when a group of 500 of students was demonstrating'Against the methods of the political police Salazar made an allusion that for the first time in.the political "history"Of"Portugal, the real power of government would be in the.hands of the President and not in his, own,, which makes'Us "believe that he will not be in the cabinet of tho next government which will begin fron the second half of this year after the Presidential elections!'He emphasized that the present regime was most stable, peaceful and efficient and he wanted it *to' continu.6 '. ' Reading and analysing carefully the whole text of the speech one cannot but conclude that the honourable Salazar, the Portuguese God-given saviour, does not live in a world of human beings. The whole fault lies in the fact that those representing Portugal in the colonies cannot measure the degree of peoples'feeling about their colonial masters or they send wrong infor-
