3. France signed an agreement with Portugal to establish military bases in the Azores Islands in exchange for building 120 warships and submarines for Portugal. On the 25th of September 1964, 4 escort warships and 4 submarines, valued at 520 million francs, were supplied to Portugal by France. How can v/e Mozambicans therefore be surprised at the attack on Stanleyville and Paulis — or at any attack coming from the imperialistic countries, directed against nationalist forces? Concerning the plot, v/e know that there exists a permanent plot against all African progressive forces, organised, directed and financed by the western powers. This one in Tanzania was discovered before it could be put into action. The danger was lessened, but did not disappear. A potential plot persists. What are the reasons? We have already referred to them above. No colonialist country gives up its colonies because it is moved by moral considerations. No imperialist country can forget its basic necessity, that of possessing colonies, or at least zones of influence which serve a3 colonies. We have to defend ourselves. We have to create a solid power, able to stop all acts of imperialistic aggression and able to neutralise all manoeuvres of the colonialist and neo-colonialist states. It is in the real unity of Africa, based on the aspirations and will of each people and of all the peoples of Africa, that there lies hope for our victory, v/hich is in fact our hope for survival. But that unity cannot exist only in empty platonic condemnations0, it must be made concrete and active. ******* COMMUNIQUE 20 November 1964 A climate which is typical of a state of war dominates Mozambique today, due to FRELIMOfs military action. In the regions v/hich we have already attacked, the Portuguese civil population does not dare spend the night in their own private homesi every afternoon whole Portuguese families leave their homes and move in convoys to the nearest administrative centre, where they sleep. They do not leave these centres until the next morning. No body dares to move about in the streets during the night. All Europeans are.armed with pistols and rifles. On the other hand, the Portuguese nev/spapers have already begun to report the deaths of Portuguese soldiers in Mozambique, often, of course, adding that it v/as "by accident", in the same manner in which
