- 2 - EDITORIAL No liberation movement that is a reliable and responsible organisation can decide to start an ^rned struggle without first considering all the problems that prevail in the country under domination* There are many questions to be studied and whilst doing so the following principles should be borne in mind:- 1) The movement is in existence only through the will of the people. 2) Consequently, the movement must serve both the people and the Revolution and through the Revolution lead the people to a quick and full independence. The choice of the decisive moment at which to begin the armed struggle is of the utmost importance to the success of that struggle• In determining the correct moment to begin, several factors should be noted: i) that a favourable international situation should prevail; ii) that the masses should be sufficiently organised and politically educated, i.e. the will and determination of the people must be strong enough to fight until the end. They must be able to withstand all difficulties and hardships until the oppressor has been driven from the country. The fight is sometimes quickly resolved if the confronting forces are favourable to the Revolution, but in other cases (as in our case) provision has to be made for a long and difficult fight as the material strength of the enemy is superior. Our fight is not only against Portugal but we are also engaged in fighting other imperialist states with interests in our country - states which are amongst the most powerful in the world. The Mozambican people's war against Portugal, U.S.A., England, France and West Germany is fated to be long and bitter before we obtain our final victory. This kind of war, and particularly the prolonged war to be fought by a country that has been under colonial domination for centuries requires previous preparation, not only in the military field, but also in the political, economical and cultural fields. In the political field it is necessary to mobilise the people in the interior and to strengthen their national unity so as to neutralise the enemy's attempt to divide and decieve, and to join together all forces that are able to collaborate in the expulsion of the colonialists. Externally it is necessary to gain the support of all the freedom-loving people and to co-ordinate all the activities of the people still under Portuguese colonialism. Economically it is mainly necessary to develop a means of ensuring our fundamental needs during the struggle. In the cultural field we have to develop an anti- colonialist culture, encourage patriotism and break through the Portuguese propaganda to reinforce the people's confidence in the ultimate victory.
