^®m&f$r As the Revolution grows, the political consciousness of our militants reaches greater heights and their understanding of the problems becomes clearer and more correct. In addition, this new understanding of the problems and the development of political consciousness motivates the growth of the Revolution. This was one of the conclusions reached by the Central Committee of FRELIMO in its ordinary session last October, at which it analysed the general situation in Mozambique. Besides the members of tho Central Committee, several military and political leaders from Cabo Delgado, Niassa, Zam- bezia and Tote attended the meeting at the invitation of the Central Committee. In its final Communique, the Central Committee summarized tho situation in Mozambique, made a critical analysis of its work and formulated several general directives. Tho C.C. noted that in the provinces of Cabo Delgado and Niassa tho armed struggle has caused tho near total dismantling of Portuguese administration. Tho Portuguese government no longer controls tho economy in those regions, and its power is confined only to the cities and some military posts. Those provinces constitute somi-liboratod regions where FRELIMO is establishing a Mozambican political and administrative power, reorganizing tho economy, creating . no\7 schools, hospitals, etc. FRELIMO is thus creating a now life, in which tho people assume for themselves the rosponsa- bility for their destiny. In tho other Provinces, mobilisation and political organisation of the people continues and is being consolidated* The Central Committee underlined some weak points of our organisation. It noted that some political and military structures wore not strong enough, that there are deficiencies in tho coordination of general action, and that there are short comings in global orientation. It decided that those deficiencies must bo immediately corrected, so that our main objective may bo achieved - the consolidation of tho scml-liberaiod zones and tho extension of tho armed strugglo to all the other provinces, particularly tho provinces of Zambezia and Toto. Tho CoC. studied tho moans necessary to solve this problem. -1-
