What g u a ra n te e s a r e th e r e t h a t K ir k ’ s a r i s t o c r a c y w i l l p ro v id e th e s e s e r v ic e s ? Secondly, w ith r e p r e s e n t a t i v e i n s t i t u t i o n s th e p u b lic g e n e r a l l y must fa c e th e r e s p o n s i b i l i t y o f paying th e b i l l . The people have th e freedom to determ ine t h a t s o c i a l w elf a r e w i l l be p ro v id ed and th e o b l i g a t i o n o f m eeting i t s f i n a n c i a l c o s t s .
