It is to be hoped i that due attention' be given without delay to this important aspect of scientific, industrial, and economic research. Planning in democratic state is social process in which In some part every citizen should have the opportunity to participate. To set pattern of future development is a task of such magnitude and significance that it should embody the best thought of the country and reflect as fully as possible the impact of public opinion and ii the needs of community. It has been felt that it is Ii necessary before presenting- the proposals in complete | ir details, a broad outline of the plan be offered. The | ! plan is intended to be a document for the widest possible i i public discussions. A characteristic of democratic planning is seen in the fact that it should lead to an increasing consumption at a fairly early stage. This analysis of the plan has brought out three points: 1. That it is a realistic and modest plan, based on economic analysis of higher caliber. 2. It is indicative of the extremely scarce and poor resources available for economic development. 3. It proceeds by the familiar and orthodox
