But even with an effective full employment policy, there will be certain gap in employment due to: 1. The inherent imperfection of the working of the social policy. 2. Certain trades are seasonal. 3. Changes in the technique of production. Variation in demand.11 When the plan is sufficiently advanced and the economic conditions are stabilized, it is possible to devise schemes like unemployment insurance. For those who are unemployed because of technological changes, suitable training should be given. India has a vast man-power resources that can be used to the various sector of the economic development. So the program of full employment is not impracticable in India. It is possible that the income level at which full employment will stabilize be lower than other western countries. The program of full employment is not feasible or harmful.
