When trying to predict future economic development in India, one realizes that the greatest question marks are not geographic or of economic import. The’present economic development of India is not mere imitation of the advanced technological methods of industrialized countries. It is a revolution in the social, cultural, and subsequent attitudes toward the physical environment. The very concept of economic development Implies reallocation of human beings. This always entails hardship and frustration. The problem of economic development in India has real significance. Today in India, there Is great merit in envisaging compensatory substitutions- for the lack of-availability of goods and services. 20 The Five Year Plan is certainly not an example of a planned economy. It would be more correct to say that it is a program of public Investment with appropriate fiscal and social measures to ensure better equalization > of Income and opportunity.
