Naturally, these categories would inevitably overlap to some extent as a too great rigidity might defeat the purpose in view. In the first category of Industries are grouped those industries whose future development will be the exclusive responsibility of the state. The second category will consist of industries which will be state-owned and in which the state will take the initiative in i establishing new undertakings but In which private enterprise will be expected to supplement the efforts of the state. The third category will include all remaining j industries and their future development will be to the ! initiative and enterprise of the private sector. ! Industries In the first category have been listed | as: I 1. Arms and Ammunition and allied items 2. Atomic Energy 3. Iron and steel 4. Heavy casting and forgings of iron and steel 5. Heavy plant and Machinery 6. Heavy electrical plant ?. Coal and lignite 8. Mineral oils
