A considerable amount of material is stopped at this point as the decision of this committee is not needed for many routine answers. It is essential to have a screening point for the committee input as the committee rapidly becomes overloaded with items not requiring its decisions. It was exactly such overloading hf management which led to the formation of the committee in the first place. Flow of work. Ideas normally are submitted to the committee secretary (the head of the product coordinating section). Once in a while ideas arise in the normal development committee meetings and these might undergo pre- I liminary discussion on the spot prior to action assignments The committee often establishes a subcommittee to handle
